No, even though D365 is cloud based and accessed through URL, there is no necessity of learning about ASP.Net. But if you know it is added advantage.  

We will be learning new programming language "X++", this is object oriented programming language. So if you have experience in any OOPS concept that's more than enough. 

 

No, Dynamics 365 development can be done in Microsoft cloud hosted machine from Life cycle services(LCS) or VM is available for free in LCS for download(for partners and customers)
